What do the ETSI EN 300 220 and EN 300 328 standards regulate?
EN 300 220 regulates the spectrum use of short range devices in the 25–1000 MHz range; its current version is EN 300 220-2 V3.3.1 (2025-03) and it defines duty cycle, ERP and channel measurement methods. EN 300 328 V2.2.2 covers wideband transmission systems in 2400–2483.5 MHz and sets a 20 dBm EIRP limit together with a 10 dBm/MHz spectral density limit.
Both are harmonised standards used to meet Article 3(2) of RED 2014/53/EU, that is, the efficient use of the radio spectrum. You will see these numbers and their versions in the declaration of conformity.
- The EN 300 220 series is for sub-GHz short range devices. Part 1 covers measurement methods, part 2 covers the harmonised requirements. This is where the ERP limit, duty cycle calculation, occupied bandwidth, out-of-band emission and receiver categories are defined. A remote control operating at 433 MHz and 868 MHz is measured against this standard.
- EN 300 328 is for wideband transmission systems in the 2.4 GHz ISM band; Wi-Fi, Bluetooth and frequency hopping industrial links fall under it. The limit is 20 dBm EIRP and 10 dBm/MHz; for FHSS equipment the upper limit is also 20 dBm.
These standards are not sufficient on their own. The EN 301 489 series applies separately for the EMC side, and the relevant product standard applies for electrical safety. If you see only one radio standard in a declaration of conformity, ask how the EMC and safety requirements have been met.
